cataracts eye drops

My lab has an eye problem, it seems he can’t make tears so they get clogged up with this goo like material.?

the vet gave me some “neo-poly-bac hydro” cream but it doesn’t seem to be doing anything. He also gave me some eye drops that appear to be doing a little bit but not much. My question is what else can i do about this ? He doesn’t think it’s that big a deal but it clogs his eyes up so bad ,he can’t even see. I have to take a q-tip and scoop it out once in a while. This problem just started out of the blue, I thought it was an infection. I know many will say, take him to another vet and I probably will, but I was curious if anyone else has seen this condition? To me it looks almost like cataracts once its full of that goo substance

Ask the vet to test for tear production,if he hasn’t already.If he is not producing enough tears,drops such as cylosporin are needed for the rest of his life
